I already have a domain name ( animalsareagift.com) and am registered with Hostzilla /. Why do I have to pay $99.00 to switch it over to wordpress ?

You don’t.
You have to pay $13 for domain mapping. Do not make the mistake of assuming you have to buy a bundle or package of upgrades if all you want is the one, the ability to map your domain to your blog.
If you want to host your blog at Hostzilla, go ahead. You wouldn’t owe WP.com anything in that case, because it won’t be a Wp.com blog at all.
