Why do I need to pay for domain mapping for word ads?

I received an email to opt into word ads and I set up my domain name, but why is it asking me to pay $13 a yea? I own the domain name.

WordPress.com is not going to map from your .wordpress.com to your domain free of charge. You cannot use the domain name for your .wordpress.com blog unless your purchase the domain mapping upgrade and renew it annually.
