  Different features are associated with different plans on WordPress.com.

  Uploading/installing a third-party theme is a feature associated only with the Business plan and eCommerce plan.

  Kindly have a look at the features included with the plan, https://wordpress.com/support/plan-features/

  You might want to consider setting up your own WordPress installation through a hosting provider.
