why do inch marks automatically change to double quotation marks

    We have created a website using Word Press 2.9.2 version. There is a funny thing happening to all the special character inch marks that we set using the content tool bar special character function. After saving said page it appears to okay. but some time later, could be a day or 2, when we check again all the inch marks have all changed to the straight double quotation marks. Does anyone have any information as to why this is happening? It has happened numerous times… each page may have up to 10 inch marks that all get changed at once.
