Why do only some of my contributors have the ability to upload images to blog?

Only three of my contributors have the ability to upload photos to our classroom blog. ivptc.wordpress.com I’ve logged into other students accounts and they don’t have the options at all.
The blog I need help with is: (visible only to logged in users)

Contributor
A contributor can edit their posts but cannot publish them. When a contributor creates a post, it will need to be submitted to an administrator for review. Once a contributor’s post is approved by an administrator and published, however, it may no longer be edited by the contributor.A contributor does not have the ability to upload files/images.

This can’t be true because don’t of my contributors are uploading pictures for approval while others don’t have the option at all.

Perhaps some of your contributors are actually “authors” who can post photos?
An author can edit, publish and delete their posts, as well as upload files/images. Authors do not have access to modify, add, delete, or publish pages.
To check if this is so (from your ivptc.wordpress.com dashboard)
users—>all users—>you will see a list of folks and what role each one has on the blog
