Why do WordPress installations include spam for untrustworthy web sites?

Why do WordPress installations seem to include the below comment, if the websites were legit they would not be concealed behind short url links:

None of the mentioned bitly-links works. They all give a 404-error.
I don’t know where you downloaded those wordpress.org files from, but the official wordpress.org download doesn’t contain those spamlinks.
