Why does an HST fee show up on the services which I offer on my website?

Hey there so awhile back I had paid a website developer to create my website, which he did using wordpress. On this website I offer service packages and the option to check out using paypal. I recentley noticed that all of my products incur a 13% HST (canadian tax). I contacted paypal and was told that this isn’t something on their end and I should get in contact with the person who created my website. Problem is that I have dropped out of contact with this person.

So where does this leave me? Do I need to find another web developer? Is this something I can figure out on my own? any and all help is appreciated
