Why does deleting pictures and documents not effect the amount of memory I was using?

Hello,
Are you referring to the storage space usage? If so, you can check its limit by navigating to My Sites > Media. On the top right corner, you would see the space used by your site. It is here you will be able to gauge the effect of removing images and other uploaded files from your site.

After deleting files, please be aware of the following:
- Currently, the direct web addresses to the files might continue to work for up to a few days, as they are cached.
- The amount of free space in your blog may not change for a few minutes, so please be patient.
- The amount of space freed may not drop until 500kb of images has been deleted. (1% of the 50mb is 500kb)

Hello there, please also be aware that deleting uploaded images and files also permanently removes them from whatever post or page they appear in. You’ll need to upload and reinsert those images.

Are you saying that deleting what is held in the memory doesn’t effect how much memory I use? The only thing I can do is upgrade?

Deleting images/files from your site’s Media Library will reduce the amount of storage space used. However as the support guide that @rileyabrook pointed to says, it may be a bit for the freed-up space to be reflected in the total space used.
What is the current total storage used now and what was it before you permanently deleted those files?
