Why does my dashboard look different on two sites?

I am an admin on a site for my work and the dashboard looks different there than on my personal site? Is this because I am only an admin on one?

only an admin
Admin is the highest user-role you can have, so there’s nothing “only” about it :)
Most likely your work site uses the open source version of WordPress. That version is made by the community on WordPress.org, and the admin dashboard does not look the same as on the modified version of WordPress we use on WordPress.com.

I have not fully set up the other site (I’ll call it “test site”) yet, and only opened it to compare it with my work’s site.
The issue I am facing is that when I look up “how-to” videos, the appearance of the site in the video looks like my test site dashboard – but this does not mirror what my work’s site dashboard looks like.
Work’s site: Left side menu is dark grey/black. Top bar also grey/black with name of account/website, + New, Exact Metrics and a few other options.
Test site: Left side menu is white with dropdown menu options rather than scrolling. Top bar is blue with “Reader”.
Am I just on two completely different pages and need to click on something to get to the same place for both?

You may be working on a self-hosted WordPress.org site while looking at videos about WordPress.com, or the other way around.
To clear up any confusion, WordPress.com and WordPress.org are two different entities: https://wordpress.com/support/com-vs-org/
