Why does my site not resolve the same on different browsers and devices?

    https on firefox is fine, however if i just click the link phexpats.com on my phone, it goes to http, and doesnt load, and goes to a Godaddy park page (weird because in hosted on HostGator).

    Sometimes it loads without the CSS on Chrome also.

    I disabled all plugins that cache CSS. I also removed the site off CLoudflare and took a free Hostgator SSL.

    What is going on?

    This is my htaccess rewrite. Should https be off?

    RewriteCond %{HTTPS} off

    RewriteCond %{HTTP:X-Forwarded-SSL} !on

    RewriteCond %{HTTP_HOST} ^www.phexpats.com$

    RewriteRule ^/?$ “https://phexpats.com/” [R=301,L]
