I told her how I feel and she doesn’t know why I don’t have it. please help!

Hi @autumnpagni – Plugins are a feature only supported by WordPress.org. This is the support forum for WordPress.com. WordPress.com and WordPress.org are very different, and if you like, you can read more about that here: https://en.support.wordpress.com/com-vs-org/
You can use Widgets on your WordPress.com blog, but not Plugins. Here’s a link to the available Widgets for your WordPress.com blog:

Yes I already read that stuff. I am using widgets I just wish they would have the same amount of widgets as plugins. My friend set up a wordpress.com right in front of me and she has plugins. I don’t understand.

The Premium Plan does not allow you to use Plugins. You can’t use Plugins here at WordPress.com.
If you want to use Plugins then you’d need to create a self hosted site using WordPress.org.
Please share your friends site here so that I can see what you are referring to.
“Plugins are tools used to extend the functionality of the WordPress platform. However, they are only applicable to self-hosted blogs and web sites using the WordPress.org software” https://en.support.wordpress.com/plugins/
