Why does the false permalink created in page edit not let me change the URL?

Adding a page to our blog creates an utterly pointless and counterproductive and downright obstructive permalink called https://en.wordpress.com/signup/?blog=1/ + the name of the page. It should be https:// + the permalink for our blog + the name of the page. When I type just such an URL in my browser’s address field, I am indeed able to access the page. But when clicking the link for the page in the page widget while logged in or while an anonymous user accessing the blog, I get the infuriating signup page. Huh?
