Why does WordPress limit a FREE blog

Last week I upgraded so that I could customize my blog ( journeyamerica.wordpress.com ) and paid for it with Paypal. After looking at it, it appeared to be more work than I wanted to do, so I asked for (and was given) a refund.
Today, I tried to post an entry and was told there had been a $20 ‘chargeback’ on a credit card (I don’t have and don’t use plastic) and I was locked out and couldn’t post until I got this resolved.
WTF? I’ve tried contacting WP and I’ve also started a resolution ticket on Paypal, but no response yet from either.
Any suggestions?

There has been a rash of over-zealous suspensions recently. I’m sure if you contact staff via the link on the suspension page that they will resolve it quickly.
