Why does WordPress.com require login on a self-hosted site?

WordPress.com is requiring a login when I like or comment on a self-hosted WordPress site.
I have both a WordPress.com site and a self-hosted site; should this question be asked on the WordPress.org site?

The blog I need help with is: (visible only to logged in users)

You have this the opposite way around. WordPress.org software installs are stand alone sites. No blogs on WordPress.org software installs are part of the WordPress.COM hosted blogging community. And, WordPress.ORG bloggers can require their commenters to have a WordPress.ORG login to comment on their blogs.

WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. Read the differences here http://en.support.wordpress.com/com-vs-org/

If you need help with a WordPress.ORG software install in the future and don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there.

Have since determined that the self-hosed site is requiring the login, but confused as to why the login popup is from WordPress.com, not WordPress.org.
