why doesn't a link appear in the POST header or footer to "leave a comment"

Every blog on the planet has a “Leave a Comment” link that appears in the header or footer of each POST. Why does the ability to leave a comment only appear when each post shows by itself? The reader has NO IDEA that he or she can leave a comment when he or she is on my homepage. I have every single box checked that allows for comments. ALL I WANT is to be able to add a link to each post’s header or footer. I have tried for DAYS. HELP!

    blog is stampinwithcharlene.com

using amplify theme, I contacted them, and they replied that if I need help I need to use this Forum.

The blog I need help with is: (visible only to logged in users)

We provide support only for WordPress.COM hosted blogs. You are not referring to a WordPress.COM hosted blog and are posting to the wrong support forum.

WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. Read the differences here http://en.support.wordpress.com/com-vs-org/

If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there.

    Resetting your WordPress.ORG password http://codex.wordpress.org/Resetting_Your_Password
WordPress.org support docs are at https://codex.wordpress.org/Main_Page
