Why doesn't HTML comment tags work?

Coding within my text editor, I’ve noticed that <!– this is a comment –> does not work. Why? There is data that I am placing on my pages, like anchors, and not all of them need to be active at the moment. Why can’t I hide them with comment tags?

It IS working! My mistake was not getting the comment syntax correct. I was trying to do this:
“<!– Top of Page –>”
and hide a link to an anchor. It no worky! LOL!
I did this instead:
“<!– a href=”#top” Top of Page /a –>”
Too many greater-than, less-than characters. This helped, too:
