Why doesn't "Loading design tools" load on 2 of our blogs w/ active upgrades

  Trying to edit css.
  Appearance > Custom design. “Upgrade is active.”
  Clicked css tab. “Loading design tools” never loads.
  6 of our blogs are fine. But 2 blogs no longer have css access because of the dead loading screen. These are:
  appsontap.wordpress.com, http://pennvetlib.wordpress.com
  These 2 have in common that, in store > my upgrades, I see that their upgrades “will never expire.” The 6 that have editable css also have expiration dates!

  Hi there. Have you tried clearing your browser cache and/or checked if you’re able to load that screen using a different browser? http://en.support.wordpress.com/browser-issues/
