Why doesn't Schedule a Post post articles when it's supposed to?

I and other authors/editors using WordPress have attempted to use Schedule a Post to publish an article on a specific date and time following the directions on your help page. They don’t always work. Today we used today’s date and the time 04:00 and it didn’t post at all. It posted when I changed the time to 00:01, however. Looks like we may not be using the right time format – a better example in the help section would be useful. Any ideas on why we aren’t posting at the time entered?

The scheduled post is activated only if someone goes onto your blog.

So someone outside of the publishing process – an outside reader – needs to access the home page after the scheduled time to activate the scheduled posting? Interesting.
