Why doesn't the Comment Blacklist work as described?

I added this list to Settings -> Discussion Options -> Comment Blacklist:

Unfortunately, spam containing those Unicode characters, plus the drugs, handbags, shoes, and suchlike, into the spam queue for moderation.
I suspect there’s a bug that uses the same code for the Blacklist as for the Comment Moderation list. The latter should act like this: “When a comment contains any of these words in its content, name, URL, e-mail, or IP, it will be held in the moderation queue.”
Although the Blacklist isn’t a complete fix, if it worked as described, it’d be helpful.
What’s involved in making the Blacklist actually kill spam containing those terms, rather than queuing them for moderation?
