Why don't I have admin setting in my personal setting?

  I want to change the template skript for my pages but don’t have admin setting to allow me to access the theme template so I can chage a page to contains more posts.

  Unfortunately, theme templates cannot be modified at WordPress.com, but you can edit your CSS if you have a Custom Design upgrade.
