Why don’t I have ‘Plugins’ on my dashboard?

  I want to add an Ezine plugin to my blog, but I don’t seem to have the “plugins” tab on my dashboard. It is supposed to be below “appearances” but it’s not. How do I get it there?

  There is no FTP access to wordpress.com blogs and we cannot upload individual plugins. lease read this > http://support.wordpress.com/com-vs-org/
