Third party plugins cannot be installed on WordPress.com sites. This is a security risk as we cannot vet all outside code and it puts our users, their sites, and our servers at risk.
Plugins are only usable on self-hosted WordPress.org sites.

Is there a way that i can install it so i can have plug ins or no?
If not then yes i would absolutely love some help, i wanted to install a few plug ns, such as all in one SEO pack, and commentluv, and a Facebook one, so that if people wanted to share a post on their Facebook there is an option for that!

SEO is done a bit differently here at WordPress.com, than it is on a self-hosted site. You don’t need a plugin, as we do much of the work for you, automatically.
