Why don't I have plugins tab in my wordpress?

  hey would anyone be able to help me? I don’t have plugins in my wordpress?

  You are confusing wordpress.COM hosted blogs and wordpress.ORG installs on paid hosting. There is no FTP access https://en.support.wordpress.com/ftp-access/ and no blogger installed plugin capability. There never has been as blogger installed plugin capability here as they are not permitted here at WordPress.com for various security reasons. No upgrade changes that reality.   You are posting to the wrong support forum.

  WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums.
