Hey there – – plugins aren’t permitted on wordpress.com for security reasons.
You can read a bit more here – http://en.support.wordpress.com/plugins/
Hope that helps!

How do some people have the option to add their own plugin though? And what is this link for then? https://wordpress.org/plugins/

To use your own plugins, or plugins from the wordpress.org plugin repository, you need to have a self hosted WordPress site, which means you’ll need –
1) A web hosting plan
2) A domain name
3) The ability to install WordPress yourself (not hard at all)WordPress is free, open source software.
wordpress.com offers users a blog and managed hosting for free (as well as other paid services) to anyone who’d like to sign up.
Some of the benefits are that it’s free and super easy to get going, and you don’t have to worry about maintenance and updates.
Potential downsides are that there are some limitations – such as no plugins and no ability to edit PHP or JavaScript.
By adding these limitations Automattic (the company that owns wordpress.com) is able to standardize all of the sites on the network and provide a secure environment. They have control over all of the potentially dangerous code, and they control all of the updates.
That eliminates a ton of variables and potential security issues.
So, the short of it is that if you want to run plugins and have total control, you’ll need to move to a self hosted installation.
I have both self hosted sites, as well as a blog on wordpress.com.
Hope that helps – and here’s a helpful doc as well – http://en.support.wordpress.com/com-vs-org/
