why don't viewers appear on "all users" list?

I want to change a viewer of my private blog to a contributor, but because the viewer doesn’t appear on the “all users” list, I can’t modify the role.
1. Why don’t viewers show on this list?
2. To allow them to contribute, do I have to delete them and re-invite them in the new role?The blog I need help with is: (visible only to logged in users)

I don’t think you’ll have to remove the user as a viewer to add them as a user. Simply send them an invitation form Users ->Add New in the dashboard in the user role you want them to have. If you then get an error message saying they’re already added you can remove them as viewer and try again.

True: All my viewers appear on the list under Settings-Reading. However, they do not appear on the “All Users” list.
So a “viewer” is not considered a “user”? That is not clear in the definition of roles when you make an invitation. -
No, on a private blog Viewers are separate from Contributors. On a private blog you also don’t have the option to add someone as a Follower, only Contributor, Author, Editor and Admin.
