Why has a user blocked all invitation attempts

Hi,
I have attempted to invite a user to my blog but I get a message to say he has blocked all e-mail attempts to invite him to blogs. He has some-how done this bt mistake, so what can he do to allow me to invite him?

Tell him to register a username, not a blog, with WordPress.com and to tell you the username. Then you can just invite him by username.

He IS already a WordPress user, and I have being trying for ages to get him on our blog. When I do try WordPress says he has blocked all e-mail invitations to participate in the blog. I have spoken to him and he doesn’t know haow it has happened

Make sure you tell this person to scroll to the bottom and uncheck the box next to “___Block all email updates from WordPress.com blogs you follow” on the Subscriptions Delivery page https://wordpress.com/?ssl=forced#!/settings/subs-delivery/ .
