Why has my blog not been upgraded yet?

  I paid $99 for my Premium Upgrade on February 8 and received an email receipt as well as the receipt under My Billing on my page, but my blog does not have WordPress Premium. I cannot customize my site as if I have premium because it, for some reason, is not registering that it is upgraded. Please let me know how this can be fixed as soon as possible.
