why i cant upload my theme i am not seeing add theme option in themes why is that ?

You can’t upload third party themes on the Free Plan. To do so, you must upgrade to the business plan.

i have domain and hosting and i will install wordpress on it so still i have to buy wordpress package ? if no then will i be able to add my theme..

If you have a domain and hosting somewhere else that is not at WordPress.com then you don’t need to buy a plan here.
It’s only if you’re wanting to use an external theme at https://kibharas.movie.blog/ that would entail buying a WordPress.com Business plan. -
