Why i can't add plugins?

  Hey,i want to add plugin to my blogg,i use free wordpress and use free domain,
  i just to add a plugins,why i don’t see the option?

  The blog I need help with is: (visible only to logged in users)

  Hi, plugins are not allowed in wp.com. See here; http://en.support.wordpress.com/plugins/
