Why i can't choose an address that doesn't exist?

I have been trying to setup an account using the following address: islamfarrag.wordpress.com however and for some reason I see a message saying that the name is not available! when I try to search for the same address I get the below message :
islamfarrag.wordpress.com doesn’t exist
The address islamfarrag.wordpress.com cannot be registered. Sorry, that site is reserved! But you can sign up and choose another one.If the address doesn’t exist why can’t I choose the same?

There is a registered username islamfarrag. I suspect the website address is reserved for that user. -
When we register a username account the matching blog is reserved for our future use. It cannot be obtained by anyone other than the person who has registered the matching username account.
If and only if you have registered the matching username account 1 year ago https://en.forums.wordpress.com/profile/islamfarrag then log out, clear your browser cache https://en.support.wordpress.com/browser-issues/#clearing-your-browser-cache and cookies https://en.support.wordpress.com/browser-issues/#clearing-wordpress-com-cookies. Then log in under the correct username account and as the blog is reserved for you and you will register it after logging in under the correct username account.

You can register another .wordpress.com blog http://en.support.wordpress.com/register-a-blog/
Then if you wish to you can register a domain via a domain mapping upgrade because it does not matter what the underlying .wordpress.com address is when you are domain mapping.
