Why i can't install a theme?

  When I go to ‘Apparence > Themes’ don’t has a ‘Add Theme’ button. Why??

  The blog I need help with is: (visible only to logged in users)

  The themes that you may use with WordPress.com are already available in the system. You can change themes by Activating a theme as described here:
