  Here on WordPress.com, you need to purchase the Business Plan in order to upload third-party or custom themes to your website. Please see the following support document for more information: https://en.support.wordpress.com/themes/

  Hi there,

  I can understand it’s a bit disappointing when you can’t upload the theme you wish. But sadly, WordPress.com doesn’t offer the feature of uploading custom theme with free plan.

  To upload a custom theme it is mandatory to purchase Business plan. Only Business plan offers the feature of uploading a theme of your wish.

  For now I would suggest you try browsing through several free themes and see which suits your requirement.
