Why I can't use plugins on my web page?

    Hello, I`m trying to build this website and I tried to insert plugins but they are unavailable. I guess they are if you pay WordPress, however is there an offline mode where only I can see the web page and create everything?

    I want to set it all up and then just transfer my domain name and subscribe to WordPress afterwards. Is it possible or no, and what are my options?

    The blog I need help with is: (visible only to logged in users)

    To use plugins on a WordPress.com site requires a Business plan. With a free site you can make the site private at “Manage” “Settings”. To use a domain you purchased elsewhere here would require a Personal plan or higher.
