Why i dont have a plugin panel on my dashboard?

Hey there, so i don’t have a plugin panel on my dashboard, there by i can’t add plugins. I do have a domain that isn’t wordpress.com at the end but i can’t seem to be able to add a plugin panel. I want to add a plugin that allows me to post in two different languages.

Hello! Blogs hosted on WordPress.com don’t have a plugins tab as third party plugins aren’t supported on this service. Plugins are only applicable to blogs that are self-hosted on a third-party hosting service and use the open source software from the WordPress.org project.

For info on posting in two different languages, well that’s simple.
Pick two languages that share an alphabet and write the post once in each language. Use the language name as a category, and put the category pages in a Custom Menu in the header.
