why I don't have access to the free themes

  I was following the tutorials from the site below

  and I was not able to install the theme Sydney, do I need to install something else?

  Please advise

  That tutorial, and most like it, refer to WordPress.ORG and not .COM. The two platforms are completely different and use different software.
