On WordPress.com, a Business or eCommerce plan is required to install plugins.
https://wordpress.com/pricing/
Free, Personal, and Premium plan sites do not have that option.
If using plugins is crucial to your site plans but you are not interested in purchasing a plan, you may want to look into setting up a site with a different web host and using the free WordPress software from WordPress.org.
