Why is a follower not being able to comment without signing into wordpress?

    In my settings, I have unchecked the ‘Sign in to comment/like’ feature. Despite this if someone reading my blog wants to like or comment, he/she is required to sign in. Why so? This is deterring people from interacting on my blog. Please help me fix this.
