Why is a WordPress header always showing?

This is not the first WP blog I create or manage, but the first I create in many months. I do understand that there is a WP credit showing in the footer because it is a free hosting plan. However, in my new blog there is ALWAYS a “Create your website with WordPress.com GET STARTED” thing at the very top of the blog.
That doesn’t happen with any of the other blogs I had but on this new one it is always there screwing the entire theme and it is quite intrusive considering there is a compulsory WP thingy at the footer. I see no customization setting to eliminate it.

So that is NOW in addition to the compulsory WordPress footer that is present in all free sites?

That is correct, things like this allow us to subsidize our operational costs on the free sites.
