Why is captcha plugin available in wordpress.rg and not in wordpress.com ?

I read several forum posts telling that captcha is not a real good method for antyspamming: why is instead captcha available within wordpress.org and not in wordpress.com ?
Willing to underastand ……The blog I need help with is: (visible only to logged in users)

To clear up any confusion, WordPress.com and WordPress.org are two different entities. At WordPress.com, we provide hosting, support, and tons of features for blogs.
