Why is it that my custom design purchase is saying that it is incomplete?

I have purchased an custom design upgrade and paid the $30 fee. For some reason, the person who was helping me to customize my header said that my purchase had not been completed, and therefore, they could not move forward with enlarging my header. Can you tell me what I need to do to complete it, even though it shows that it is active? The blog is called Freedom From Betrayal.
