  I’m also getting this issue. I’m trying to purchase a bundle (the $99/year option).

  Here was my original post, moving it over here so we’re all on the same page:
  I am trying to buy a $99/year bundle, but when I enter my credit card information and send, it says my “account is restricted”. I even tried creating a new account, and the same thing happened. Is it my credit card? I had to purchase a custom theme on another site, so I jumped over and did that, and everything worked.

  It’s not my credit card.
