Why is my custom design transfer to another blog not working?

Hi. Having had a wordpress.com blog since 2007, I recently set up a new, second blog on wordpress.com. I transferred the Custom Design upgrade I had on my old blog to my new blog (politikaturka.wordpress.com). However, when I go to the new blog to the Customize feature, the Custom Design is not there. All it tells me is I have to set up & pay for the Premium Plan — which is precisely what I do not want to do. Also, on my old blog (istanbuldespatch.wordpress.com), the Custom Design feature is still there and working. I have followed the instructions to the letter. In fact, all it required was clicking the “Transfer to another site” link in the My Upgrades section of Store. This section now says it is active for my new blog (politikaturka.wordpress.com). But it is not. I have tried clearing the cache and cookies to resolve the problem, but the Custom Design feature is still not active in the new blog. I have paid for and renewed the Custom Design upgrade at $30/yr every year since I first started blogging and no wish to start paying $99/yr for the Premium Plan. Besides, there is no information during the process that states the transfer will not work on new blogs. It merely states “Transfer to another site”, and is acitve for my new blog according to the dashboard. So why isn’t it working? FYI, my Custom Design upgrade still has another 9 months before it expires.

Update on this, but still not working: I’ve also now cleared every wordpress.com cookie — no luck still. Having checked the forum, I can see I’m not the first to have this problem (https://en.forums.wordpress.com/topic/custom-design-upgrade-transfer-1?replies=8). Meawhile, I’ve got some screenshots of my problem.
In the My Upgrades/Store section it reads as active for politika.wordpress.com:

Apologies! I misspelt my new blog name in the last entry. That should read: politikaturka.wordpress.com

I’m honestly not sure! I removed it and re-added it to your site, which seemed to do the trick.
