Why is my debit card declined when I used it to purchase theme Business Identity

I need a refund for domain name purchase with privacy that was made in duplicate on June 2, 2014. I also want to purchase theme Business Identity ($150) but my debit card is declined for no reason that I know. Can you help?

Provided you are logged in under the same username account that registered the blog and purchased the upgrades, you ought to be able to request a refund from your dashboard > Store > My Upgrades
WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers.

Note: It takes from 1 – 2 weeks for the refund to be received.To disable autorenew, provided you are logged in under the exact same username account that registered the blog and purchased the upgrades go to > Store > My Upgrades and click the “disable auto-renew” link.

Thanks for your prompt reply. Right now I do need to purchase that Business Identity theme. Every time I tried my debit card was declined. it is the same card that I used in renewing my domain name registration. Can you help me do that today please? -
There is no domain mapping upgrade for sudanunion.com. and sudanunion.com is not hosted by WordPress.COM. sudanunion.com is hosted by Web.com You cannot purchase any upgrade for any blog that is not hosted by WordPress.COM.

I am sorry but there seems to be a misunderstanding. I have just said I had registered my domain name: sudanunion.com with WordPress.com twice on Sept 2/2014 and requested a refund for the additional charge. . And I have just been sent my login credentials to sudanunion.com at WordPress.com.
I am in fact logged in to sudanunion.com at WordPress right now. Also I wish to make it clear that I did try to have this website built by web.com but nothing happened. So I said goodbye and came back to WordPress.com, which I had been using for years. If you need to double check just search for sudanuniondottv.wordpress.com. When done please keep in mind that all I want is help in purchasing the theme in question. Thanks. -

Time surely never flies when there are no replies! I am still folding my arms and waiting for a staff member to show me how to use my debit card in purchasing that theme. There is nothing else to do.except waiting for Godo. -
There are over 40 million of us blogging here. Staff work through all forum threads tagged for their attention and through all email support tickets in chronological order based on datestamps and timestamps – first posted first served, as would be expected.
How long it takes to clear the threads and support tickets depends on how many Happiness Engineers are working on them at any given point in time. It also depends on how complex the issues in each thread and ticket are are.
Please don’t bump your thread by posting into it again because it’s not in your best interest to post to it after it has been tagged for Staff help. Doing that moves the timestamps forward and it takes longer to get a response.
