Why is my old account blocked?

  2. by “blocked” do you mean suspended?

  the other account was (email visible only to moderators and staff)
  I believe it was suspended

  If it was suspended it means someone at WordPress believes you’ve broken their Terms of Service. They should have left a contact URL on your dashboard, click on it and follow the instructions.
