Why is my tool bar not displaced on the top, MH magazine

  I want my tool bar to of the MH magazine that I just bought to be on top and not at the bottom. Thanks

  Looking at your question, it’s most likely the case that you will need the Custom Design upgrade to to do this. I assume you are speaking about this menu bar? :

  

  In order to move that up, you will have to edit CSS.
