It looks like that site is currently suspended, but it is not suspended by WordPress.com (it’s a self-hosted site using WordPress.org software). You can read more about the difference between WordPress.com and WordPress.org here:
It looks like you’re using Network Solutions for the hosting for that site. I would recommend contacting them to find out what might be wrong.
