Why is my wp-admin missing features/web hosting theme upload not working?

Hello,
after recently purchasing a theme from themeforest from a 3rd party developer, I immediately ran into issues with installation.
First, logging into wp-admin yielded no results, as the ‘install themes’ option described in the worpress codex (http://codex.wordpress.org/Using_Themes) was not there.
Afterwards, I tried upgrading my wordpress to premium, but that still didn’t really change anything, so I canceled that upgrade.
I read the “uploading custom themes” help page (http://en.support.wordpress.com/themes/adding-new-themes/) and thought that maybe the issue was that I had to upload it manually. I purchased web hosting through hostgator, and manually applied the theme to the wp-content/themes folder by copy/pasting all the files, but when I logged into the wp-admin, there was still no changes, and my theme was still not applied to my site.
After contacting tech support with Hostgator, they insisted that I did everything right, and that the theme should have been applied to the site. They recommended that I contact the theme developer for further issues.
When I contacted the theme developer, they went into the wp-admin, and suggested that there was limited functions on the site, in spite of being the sole administrator of my account.
I’ve spent hours trying multiple solutions, and asking dozens of people for help. I feel really stuck. Any ideas?

Hi there, themes can’t be uploaded to WordPress.com. That’s a feature of self-hosted blogs through WordPress.org. You can find out more about customizing your blog’s appearance here:

This has definitely helped put together more pieces of the puzzle- here is what I’ve gathered so far:
1. I registered my domain name with wordpress.com
2. I have separate web hosting that uses wordpress.org to modify themes and plugins
3. Because I had registered my domain with wordpress.com, I’m limited to the options that I have with wordpress.com, and all of the theme modifications and plugins I’m putting in are being overridden by my .com wp-admin panel
My question is, how do I scrap my wordpress.com site and get it over to wordpress.org? Should I cancel my domain subscription with wordpress.com, get it privately hosted and just use the wordpress.org app that my host provides?
Thanks again for the help- I’m freaking determined to get this to work.

Hi there,
If you like, you can keep your domain registered here at WordPress.com. Then, you can point your domain over to Hostgator. To accomplish this, you will need to get the domain settings from Hostgator and then apply them to your domain.

Finally, I noticed that you only received a partial refund for your bundle upgrade, so I have processed the remainder of that for you. You should see those funds appear on your statement within one week.
