Why is the blog displaying 7 posts on front page when setting is for 4 posts?

On the Reading Settings page I have chosen to “show at most” 4 posts per page. I haven’t been on the blog for awhile so I was surprised to find 7 post currently displayed on the front page, which destroys the design since I made the sidebar just long enough for 4 posts give or take a few inches. Ordinarily, if I change the order or add a new post I make adjustments if necessary in the sidebar. I’ve never seen this happen before.
Why three extra posts being displayed? There are no sticky posts.

The blog I was concerned about was actually a different one. I’ve unchecked the infinite scroll option, here:

I definitely didn’t want it there. And I don’t think I want it on any of my sites.

Staff have been introducing “infinite scroll” to themes since February — a site wide change that will be applied to all themes that are suitable for the implementation. https://en.forums.wordpress.com/topic/to-infinity?replies=137
Disabling the infinite scroll feature results in a “Load More Posts” tab, and you can’t disable that “Load More Posts” tab from appearing and have “previous post” and “next post” links, without the Custom Design upgrade. http://en.support.wordpress.com/custom-design/

I wish they’d taken more care when the designed that noxious floating box with the footer credits in it. It disrupts my theme entirely, and I’m sure this is not the only theme it hates.

If you allow the infinite scroll, a “footer widget” floats in space so it’s always visible as you scroll down, saying “Blog at WordPress.com” and it’s truly ugly.

I’m guessing they have a “Design Czar.” You know, like the Editorial Czar who magically reads half a million posts per day and choses the best 10 of them to promote in the “Rashly Pressed” feature.

Wait…That’s half a million posts in less than four hours. Editorial Czar Joy Victory says she makes the selections, alone mind you — Who needs help when you read 2000+ blog posts per minute? — every weekday morning, presumably between say 8 AM and 12 noon.
