Why is the time stamp wrong?

Why is the time stamp of my posts wrong?
When I post content, the time is wrong. It says 00:34 or 03:45, when it was 7pm when I actually posted. Just wanted to figure out how to make it aligned with my timezone.
The blog I need help with is: (visible only to logged in users)

two options – Move to London England (UTC 0000) or a bit easier – change the time zone
Dashboard >> Settings >> General >> Pick a city in your time zone – save changes – if you require half hour offsets – pick the UTC offset at the bottom of the list
