Why is there no plugins option on my menu?

I need to upload the Duplicator plugin so I can transfer one WP account to another, but there is no plugin option anywhere on my wp-admin menu. How can I fix that?

Sites on WordPress.com do not allow for plugins to be installed; that is a feature of the self-installed version.
For help with the self-hosted flavor, visit http://wordpress.org/support/ . Please note that the login for that site are different than the ones for wordpress.com.

hi, i have the same problem here, i cannot find the plugins menu here, isn’t the premium wordpress give us plugins menu?
i want to add seo widget to my WP, do anyone have the solution? thanks before….. -
The premium wordpress does not give you plugins. WordPress.com blogs are already SEO optimised

STOP. You’ve already said you don’t really understand how this all works. Read the links tandava and I gave you in the other thread, and then follow the instructions.
Your blog is completely empty. It would require divine intervention to get it to rank on Google at this point. Why don’t you concern yourself more with producing content which search engines can then rank?

oh, im sorry raincoaster, actually yes my links are empty, i just made it a few days ago to find the different between a free wordpress and the premium one, okay i got the point now, sorry to disturb and thanks for all the answers :)
